The aim is to analyse. Whether the Swedish structural fonds (target 5b) help to support backward regions in the sense of endogenous regional development. Empirical evidence stems from qualitative interviews with local decision makers and a postal survey of 850 contact persons in four out of five Swedish 5b-regions. The postal survey was coordinated by the Institute of Regional Science (SIR) in Östersund.
