New article on China's role in international ICT standardization

In the article "Acceptance of Chinese latecomers' technological contributions in international ICT standardization - The role of origin, experience and collaboration" published by Research Policy in October 2022 (online first), Lennart Schott and Kerstin J. Schaefer use data from the Third Generation Partnership Project (3GPP) to investigate the country-of-origin effect as well as factors such as experience and collaboration for successful contributions by Chinese organizations to international technology standards. Using binary logistic regression analysis, the authors show that contributions from Chinese latecomers are significantly less likely to be accepted than contributions from more established actors from industrialized countries. Furthermore, the results suggest that experience is closely related to success in international ICT standardization, but is not moderated by national origin. Chinese latecomers may thus not be able to catch up if they move at the same pace as their established competitors and need to find a way to leapfrog extensive development steps and increase their participation and influence. One way to do this could be through strategic collaboration, as the results suggest that Chinese companies benefit more from collaborating with companies from more established regions than vice versa.
