In the paper with the title "China’s digital and green (twin) transition: insights from national and regional innovation policies" Chris Brueck, Ingo Liefner (both from the Institute of Economic and Cultural Geography) and Sebastian Losacker (Department of Geography, Justus-Liebig-University Giessen) examine the role of policy in China's digital and green (twin) transition by analyzing national and regional level policy documents. They study the multi-level governance in three regional case studies: Shanghai, Wuhan and Hangzhou.
The findings show that regions both adopt and adjust green and digital aims and means differently from national policy. Additionally, a twin transition strategy is not comprehensively addressed on the national level and only partially implemented in the three regions.
Based on the findings they develop a regional typology sketching top-down policy implementation strategies.
